여수시 돌산항 개선을 위한 시설건설 및 운영의 경제적 효과 분석

한국 정부가 수산인들의 소득보전 등을 포함하는 여러 가지 목적으로 수산업에 대해 간접적인 보조금을 지급하는 경우에 그러한 보조를 받을 수 있는 사업의 경제적 타당성과 경제적 파급효과를 검토해보려고 하였다. 이를 위해 본 논문에서는이러한 보조금을 지급받을 수 있는 사업 중의 하나라고 볼 수 있는 돌산항 개선을위한 시설건설 및 운영 사업의 경제적 파급효과와 그러한 사업의 일환으로 시도될수 있는 돌산항 내 갑오징어 특화센터 건립의 경제성을 검토해 보았다. 2023년에842백만원의 비용을 들여 특화센터를 완공하고 2024년부터 매년 12억원의 비용을투자하여 운영과 관리를 시작한다. 수익은 2024년부터 매년 1,570백만원씩 발생한다. 이러한 방식으로 준공 후 10년이 경과했을 때 갑오징어 특화센터 건립의 비용과 비용의 현가, 편익과 편익의 현가, 그리고 순편익과 순편익의 현가를 살펴보면, 순편익은 2,089백만원으로 0보다 크고 편익비용비율은 1.20으로 1보다 크며 내부수익률은 43%로서 4.5%보다 크므로 경제성이 있다고 볼 수 있다. 또 투입산출 분석 상의 산업유발계수를 이용하여 구해낸 돌산도 돌산항 개선을 위한 시설건설 및운영에 따르는 경제적 파급효과는 생산유발 효과가 약 116억원, 부가가치유발효과가 50억원, 고용유발효과가 54명, 그리고 취업유발효과가 76명으로 예상할 수 있다. 본 논문에서 보여지는 바와 같은 경제적 타당성과 파급효과를 가진 돌산항 개선을 위한 시설건설 및 운영이 이루어진다면 돌산항의 활성화는 물론 여수지역의지역경제 활성화에도 일조할 수 있으므로 돌산항 개선을 위한 시설건설 및 운영이조속히 수행되는 것이 바람직하다고 할 수 있다.
Abstract
The economic ripple effect of the facility construction and operation project for the improvement of Dolsan Port is analyzed with the economic feasibility analysis of establishing a cuttlefish specialized center in Dolsan Port, The cuttlefish specialized center will be completed at a cost of 842 million won in 2023, and the operation and management will start with an annual investment of 1.2 billion won from 2024. After 10 years of operation of the cuttlefish specialized center, the net benefit is 2,089 million won, which is greater than 0, and the benefit-cost ratio is 1.20, which is greater than 1, and the internal rate of return is 43%, which is greater than 4.5%, so it can be considered economically feasible. In addition, the economic ripple effect from the construction and operation of facilities for the improvement of Dolsan Port is about 11.6 billion won in production inducing effect, 5 billion won in value-added inducing effect, and 54 people in employment inducing effect. And the job inducement effect is expected to be 76 people. Thus facility construction and operation for the improvement of Dolsan Port can contribute to revitalization of Dolsan Port as well as the revitalization of the local economy in Yeosu.
