과학기술정책의 수용성 영향요인 분석: 과학기술계 정부출연연구기관 역할 재정립 사례를 중심으로

본 연구의 목적은 과학기술분야 정부출연연구기관을 대상으로 집행되는 과학기술정책에 대한 수용성 영향요인을 분 석하는 것이다. 이를 위해 2018년부터 과학기술정보통신부와 국가과학기술연구회 주관으로 국내 25개 정부출연연구 기관을 대상으로 추진된 “출연(연) 자기주도 역할과 책임(R&R) 확장” 정책사례를 바탕으로 정책 수용성 영향요인을 도출하고 그 시사점을 제시하였다. 분석방법은 설문조사를 통해 확보한 국내 25개 정부출연연구기관 소속 연구자 153명을 대상으로 시행한 설문조사 결과를 바탕으로 회귀분석을 진행하여 정책 수용성에 영향을 미치는 요인을 분석 하였다. 그 결과 정책주체에 대한 신뢰, 정책주체의 능력/자원, 정책내용의 명확성 순으로 정책 수용성에 영향을 미치 는 것으로 분석되었다. 반면 정책내용의 소망성, 정책대상의 지지/관심과 경험은 유의하지 않는 것으로 분석되었다. 본 연구를 통해 확인한 과학기술정책 수용성 영향요인은 정부출연연 대상의 정책집행 연구와 함께 실제 정책과정 전 주기에 걸쳐 직간접적으로 활용될 수 있을 것으로 기대된다.
Abstract
This study aims to analyze influence factors of policy acceptability in science and technology policy for Government-funded Research Institutes(GRIs). Through a survey on the case of redefining the Roles & Responsibilities(R&R) in GRIs, factors affecting policy acceptability were derived and their implications were presented. The main results are as follows. It was analyzed to have an effect on policy acceptability in the order of the capability of policy implementation agency, government trust, clarity of policy contents. On the other hand, it was analyzed that the desirability of policy contents, the external support and interest, experience with similar policies were not significant. It is expected that the results of this study can be used directly or indirectly throughout the entire policy process and policy implementation research in GRIs.
