정부출연(연) 예산지원방식이 연구성과 창출에 미치는 영향: 연구환경의 매개효과를 중심으로
A Study on Effects of Funding Method for Government Research Institutes on R&D Performance: Focusing on Mediation Effect of R&D Environment

정부출연(연) 예산지원방식이 연구성과 창출에 미치는 영향은 일부 연구에서 다뤄진 바 있으나, 영향이 발생한 원인 에 대해서는 연구자의 배경지식이나 직관에 의해 추정되는 한계를 보였다. 이에 본 연구는 예산지원방식에 따른 연구 환경 형성의 차이를 그 원인으로 제시하고, 매개효과 분석을 통해 이를 실증하고자 했다. 연구결과, 통제 상황에서 기 관 출연금 방식이 PBS 방식에 비해 과학적, 기술적, 경제적 연구성과 모두 우수한 것으로 나타났다. 반면 연구환경의 안정성, 개방성, 융합성은 기관 출연금 방식이 떨어지며, 기초·원천지향성만 높은 것으로 확인되었다. 한편 안정성, 개 방성, 융합성, 기초·원천지향성으로 대표되는 연구환경 특성은 과학적, 기술적, 경제적 연구성과 각각에 유의한 정(+) 또는 부(-)의 영향을 미치는 것으로 나타났다. 이를 통해 예산지원방식별 연구환경의 차이가 예산지원방식과 연구성 과간 관계를 부분적으로 매개하거나, 억제하고 있음을 실증할 수 있었다. 이러한 결과는 출연(연) 연구성과 창출의 효 과성 제고 측면에서 기관 출연금 방식 중심으로의 예산구조 개선 필요성을 뒷받침하는 동시에, 출연(연)의 예산지원방 식별 연구환경의 개선 필요성을 함께 시사한다.
Abstract
This study presented a framework for a comprehensive analysis of the relationship between the funding method of Government Research Institutes(GRIs), the characteristics of the r&d environment, and r&d performance through the mediation model. As a result of the analysis, r&d projects of the institutional grant created more in all types of r&d performance than the PBS(project-based system) at a statistically significant level. In the relationship between the funding method and r&d performance, the research environment, such as stability, openness, technological convergence, and opportunities to conduct basic and original research projects, had some partial mediation or suppressor effects. These empirical results imply that the government needs to expand the institutional grants of GRIs. In addition, It also includes some improvement points to the r&d environment of GRIs.
