In this study, strategies and necessary policies were derived to improve the tanker transportation power with overseas resource development in order to increase the stability of introducing crude oil and LNG To this end, PEST-SWOT was used. As a result of the study, the strength development strategy includes a politically neutral approach, the provision of ECA finance of the national credit rating and necessary package business products/insurance products. The strategy to overcome weaknesses led to the expansion of capital for overseas resources and ship investment, and securing central governance and supporting track records. The defense strategies include intensive investment in overseas distribution and shipping industries, supporting for upgrading domestic oil refineries, establishment of local investment companies in resource countries, M&A of independent energy developers in the U.S. The withdrawal strategy is to give up overseas business of resource development, such strategy as avoiding long-term contracts, expanding spot contracts, and expanding product oil imports instead of crude oil.
