무기체계 품질보증을 위한 제조관리업무 가이드 제정에 관한 연구

This study proposes the enactment of the MIL-HDBK-896A ‘Manufacturing Management Program Guide’ to ROK military. The ROK military is required to reinforce standardization documents supporting the performance of MRA(Manufacturing Readiness Assessment) and manufacturing management. The DoD(Department of Defense) is an advanced organization in the acquisition of weapons systems, and the ROK military performing acquisition by applying the DoD acquisition system. Therefore, we compare and review the status of documents related to MRA and manufacturing management between the DoD and the ROK military. MIL-HDBK-896A translation and review, related instructions/regulations and presentation materials, etc. As the ROK military, which be vulnerable defense standardization area, is required to enact through customization of related standardization documents by the DoD, the following is proposed: First. Prioritizing the customization of the MIL-HDBK-896A handbook. Second. The enactment of documents related to acquisition is supervised by the DAPA and is enacted through the process of discussion and decision-making by forming a cooperative body with related organizations and industry-academia-research institutes. Third. When establishing standardization documents, it is enacted by referring to the standards, handbooks and various documents of the DoD, Fourth. In terms of standardization, the enactment of standardization documents shall be gradually expanded and continuously promoted. It is the time when a revolutionary change of thinking on the defense standardization is required for the development of acquisition work.
