공적연금 연계제도의 가입방식 변경에 관한 연구

초록
우리나라의 공적연금 연계제도는 제도가 발족한지 오래 되었으나 아직까지도 낮은 연계신청률 등으로 인하여 그 실효성이 매우 낮은 상황이다. 이러한 점을 감안하여 공적연금 연계제도를 적극 활용하기 위해서는 연계제도 적용방식을 현행 임의선택 방식에서 당연적용 방식으로 전환하는 것이 최선의 대책이라고 할 수 있다. 공적연금 연계제도의 의무화 적용을 위해서는 특수직역연금에서 퇴직일시금제도의 폐지가 전제되어야 할 뿐만 아니라 특수직역연금에 과도한 재정부담 발생이 없어야 한다. 이러한 점을 감안하여 본 연구에서는 공적연금 연계제도의 현행 임의가입 방식에 대한 문제점을 도출하고 개선방안을 제시하였다. 본 연구의 목적은 현행 공적연금 연계제도의 가입방식에 대한 전환을 통해 의무가입의 타당성을 검토하고 개선방안을 제시하는데 있다. 이를 위해 특수한 경우를 제외하고 국민연금과 특수직역연금의 일시금 지급을 원칙적으로 폐지하고 이를 연금급여로 전환할 것과 임의 가입방식에서 강제 가입방식으로 전환할 것을 제안한다. 연계제도를 활성화하여 연금의 사각지대를 해소하고, 이직에 따른 국민연금과 특수직역연금 간 이동 시에 가입기간의 연장에 효율적으로 기여할 수 있는 최선의 방안은 연계제도의 강제적용이다. 본 연구의 결과는 다음과 같이 요약할 수 있다. 우선, 강제가입방식으로 운영되고 있는 미국, 독일, 그리고 일본 등 주요국 사례들이 우리나라에 주는 시사점들을 면밀하게 검토하고 반영하여야 할 것이다. 이에 공적연금 연계제도의 강제가입을 위한 법안 제･개정을 추진하여야 한다. 아울러 현행 공적연금 연계제도하에서 연계제도의 활성화를 위한 합리적인 인센티브 제도 등 유도 정책들의 마련도 병행되어야 한다. 본 연구는 다층연금체계 완성에 있어 가장 기본이 되는 공적연금의 제도 간 연계선택을 강제가입으로 정착시키는 실질적인 법안을 마련하고, 연금의 사각지대를 해소하여 전 국민의 노후소득 보장에 실제적으로 기여할 수 있는 합리적인 방안을 제시하였다는 점에서 그 의의가 크다고 할 수 있다.
Abstract
Korea's public pension system has long been established, but its effectiveness is still very low due to the low link application rate. In view of this, to take advantage of the public pension scheme actively, it is best to shift the system from the current any choice method to the permanent application. The compulsory application of the public pension scheme is still considered premature, given that the retirement benefit system, which is less acceptable to special pension subscribers, is abolished and that the long-term financial burden of the special service pension is increased. However, considering the importance of the annuity system, both the national pension and the special position pension are meaningful only if they are covered by a lump sum and applied as annuity. In view of this, the research was designed to examine the problems of the system of arbitrary joining the public pension system and suggest ways to improve it. The purpose of this study is to review the validity of the application of the current system of public pension linkage and suggest ways to improve it. To this end, the government wanted to propose to abolish the lump sum payment of national pension and special position pension and convert the pension into a pension. It also mentioned the shift of the arbitrary subscription method to the rigid entry method. The results of this study are as follows: First of all, if you look at the examples of major countries, you will find that both the U.S., Germany and Japan operate on a strong entry-level basis, and Korea needs to look for implications through major examples from advanced countries. Second, a revision bill should be prepared to crack down on the government pension scheme. In addition, the establishment of their own measures should be prioritized to revitalize the linkage system under the current public pension scheme. It is realistic to look for ways to activate the system within the current system to the extent that it does not burden the national pension or the special position pension
