입법과정의 개선을 통한 ‘최적화 법률’의 달성방안 연구

The eruption of people's desire for various policies based on the development of democracy and the development of the national economy and the rise of beneficial legislative desire for their interest groups are leading to conflicts and conflicts over legislation. Legislative conflicts are leading to the cause of poor legislation by hindering the 'justification and effectiveness of legislation'. The relationship between the beneficiary group and the burden group over legislation leads to conflicts and conflicts among members of the social community, which acts as a cause of mutual distrust and antagonism among classes and groups, and is a major obstacle to social development. Legislation that resolves legislative conflicts that cause poor legislation and reflects various legislative intentions and lifestyles of the people means "optimization law" as a "good law." Efforts to improve the legislative process to quality legislation will enable the achievement of 'good laws' and 'optimization laws'. In this paper, we will review the causes of legislative conflicts and poor legislation in Korea's legislative process to suggest alternatives to achieve 'good laws' or 'optimization laws' that can guarantee the effectiveness and efficiency of legislation.
