The Local Government Head-Elect Office Transition Committee in Korea was organized and operated in accordance with the law for the first time in the 8th local popular election held on June 1, 2022. However, since the Transition Committee Ordinance was enacted individually by each local government, it greatly varied from one local government to another and there were many working shortcomings. Therefore, this study proposed a unified Ordinance (draft) related to the committee. Importantly, the results of the committee's activities should be written into a white paper after its activities are over. Since there are no detailed regulations on the publication of the white paper, problems will arise over the subject of publishing the white paper. Thus, this study suggested that the chairperson should consult with the officer-elect to form a white paper publication committee before the transition committee is dissolved. Since the formation of the committee was enacted for the first time this year, the Ordinance has yet to be improved. Certain local governments have not yet enacted the Ordinance. The proposed Ordinance (draft) presented is hoped to help establish a legal stable committee ordinance in each local government.
