4대 사회보험 관리운영체계 통합에 대한 비판적 연구
A Critical Study on the Integration of the Social Insurance Management Systems

초록
현재 우리나라는 전국민고용보험의 추진 논의, 제4차 산업혁명에 따른 노동구조의 변화, 코비드19 이후의 경기침체 등과 맞물리면서 다양한 사회보험 관리개선방안이 논의되고 있다. 이 연구는 최근 진행되고 있는 개편 논의를 효과성, 효율성, 실행가능성 측면에서 비판적으로 검토한다. 이를 위해 이 연구는 현재 제기되고 있는 네 가지 개혁대안을 사각지대 해소, 관리효율성, 개편에 대한 저항 측면에서 비판적으로 검토하였다: 1. 현 제도에서 징수 외 적용업무까지 건보가 통합하는 방안, 2. 제 3의 기관으로 적용징수를 통합하는 방안, 3. 적용부과와 징수업무를 국세청이 통합하여 수행하는 방안, 4. 적용과 징수뿐 아니라 급여까지 완전 통합하는 방안. 검토결과에 따르면, 이 대안들은 실행가능성은 낮고 효과성도 분명하지 않았다. 이는 이들이 지나치게 낙관적인 전망에 기초해 있으며, 필요한 제도적 전제조건을 아직은 갖추지 못했기 때문이었다. 이런 점에서 이 연구는 우선 현행 제도 하에서 사회보험 사각지대 해소를 위한 조치를 시행하면서, 전면적 개편에 필요한 전제조건을 준비할 것을 주장한다.
Abstract
There is currently discussion about reforming social insurance management in response to the extension of employment insurance, changes in the employment structure following the 4th industrial revolution, and the economic recession following Corona. This study critically examines the four reform alternatives in terms of blind spots of coverage, management efficiency, and resistance to reorganization: 1. An integration of application tasks and premium collection by the Health Insurance Corporation, 2. Integration of application tasks and premium collection by a third Agency, 3. Integration of application tasks and premium collection by the National Tax Service, 4. Full integration of the collection of premiums and delivery of benefits. Based on the review results, these alternatives were not feasible or effective. The reason for this was that they were based on overly optimistic projections without the necessary institutional prerequisites. This study argues, therefore, that under the current system, measures to eliminate blind spots in social insurance coverage are needed while preparing the groundwork for a full-scale reorganization.
