도시 국제화와 지속가능한 미래: 부산 세계도시포럼(WUF) 추진 사례

초록
지속가능한 도시 미래를 위해 도시 국제화 필요성과 방향에 대한 논의가 확산되고 있다. UN-Habitat(인간정주위원회)는 지역사회와 경제, 환경, 문화 등 도시정책 의제들을 논의하기 위해 2년마다 세계도시포럼(World Urban Forum, WUF)을 개최하고 있다. 본 연구는 2026년 개최 예정인 제13차 세계도시포럼 유치를 준비하고있는 부산시 유치추진계획의 타당성을 분석하여 설계분석적 사고(design thinking) 관점에서 WUF 추진 방향, 나아가 지속가능한 미래를 위한 도시 국제화 전략에 대해 논의한다. 이를 위해 1차부터 11차 WUF 의제들에 대한 내용분석을 실시하고, UN 지속가능개발목표(Sustainable Development Goals, SDGs) 관점에서 최근 세계 도시들이 직면한 과제와 도시발전 전략들에 대해 검토한다. 국내외 문헌자료 분석, 초점집단면접법(focused group interview) 회의, 워드클라우드 분석, SWOT 분석의 연구방법을 적용하여 부산광역시의 WUF 유치계획의 타당성을 분석함으로써 유치추진전략 개선방향을 제시한다. 또한 부산이 동시에 추진하고 있는 2030부산월드엑스포 유치와 시너지효과 창출을 위한 전략적 연계방안을 제시한다. 이러한 논의는 궁극적으로 지속가능한 도시미래 설계를 위한 도시의 국제화 전략에 대해 중요한 함의를 제공할 수 있다.
Abstract
Internationalization of cities has been reportedly discussed to be important for sustainable urban development. World Urban Forum (WUF) has been held in every two years to discuss such contemporary urban agendas as local communities, economy, environment and culture by UN Habitat. This article aims to review the validity and necessity of Busan’s hosting plans for 13th WUF and propose desirable strategies and action plans. In doing so, it investigates agendas of the first to 11th WUF meeting and analyzes urban policy tasks, which global cities confront, from the perspective of the sustainable development goals, with methods of qualitative content analysis, focused-group interview, and word cloud analysis. From the analyses, this study demonstrates desirable and rational strategies to host and hold 13th WUF, particularly in connection with 2030 Busan World Expo, and more importantly announce internationalization strategies of cities toward sustainable urban future.
