EU의 사회적경제 현황과 입법동향 — 국내 사회적경제 정책동향과 시사점을 중심으로 —

In Europe, social economy enterprises based on a sense of solidarity with the community to consider social problems together and come up with solutions played an even more important role in the EU during the Corona pandemic. They create and retain decent jobs, employ disadvantaged groups in social and labor markets and provide equal opportunity for all, and drive sustainable economic and industrial development. Furthermore, it promotes the active participation of citizens in the EU and plays an important role in the European welfare system. In this way, the European Commission has established an action plan for social enterprises that play an important role in Europe, and is systematically preparing legal and financial support measures that contribute to the revitalization of social enterprises. Meanwhile, in Korea interest in the promotion of the social economy has increased as the Framework Act on Social Economy and the Act for Activation of the Social Economy were prepared in 2014 and the Framework Act on Social Development was enacted. As the level of interest has risen, it is time for institutional support to revitalize the social economy. Taking this point into consideration, this paper studies the relevant policies and legislative trends in the EU, where social enterprises played an important role in resolving social problems in preparation for the post-Corona, and suggest that it is necessary to promote policies to revitalize the social economy in Korea as well. With this aspect, this article aims to examine the background and policy and legislative trends of social economy in Europe, and suggests ways to improve the legal system and secure the competitiveness of social enterprises as implications in korea.
