홍콩 민주시민교육 교과서 분석연구 - Liberal Studies를 중심으로 -

본 연구에서는 홍콩의 민주시민교육 교과인 Liberal Studies의 교육과정과 교과서를 분석하여 우리나라 민주시민교육에 대한 시사점을 찾는 것을 목적으로 한다. 이를 위해 홍콩 교육청에서 개발한 Liberal Studies 교육과정과 이를 바탕으로 만들어진 2020년 제4 개정판 교과서를 양적, 질적인 차원에서 분석하였다. 분석결과 Liberal Studies는 기존의 학문분과를 기준으로 한 교과들과 달리 사회문제의 분야를 중심으로 6개의 모듈로 개발되어 사회적 이슈의 주제와 탐구문제들을 기본단위로 구성되었으며 토론수업을 핵심적인 수업방식으로 제시했고, 학교 밖에서 학생 스스로 연구프로젝트를 수행하는 자율연구(IES) 항목이 추가되었다는 특징이 확인되었다. 특히 이 과목을 입시 필수 과목으로 지정하고 학교 수업에서 상당한 비중을 할당한 것은 민주시민교육의 강화에 큰 역할을 한 것으로 보인다. 교과서 역시 이러한 교육과정의 목표를 달성하기 위해 사회적 이슈의 내용을 다양하게 소개하고 대립하는 당사자들 간의 의견 충돌을 대비하여 보여주는 다양한 학습요소를 포함하고 있었다. 또한 학생들을 논술평가에 적응하도록 하기 위해 본문 중에는 이슈 분석 및 논술 연습문제도 단계적으로 제시되어 있었다. 하지만 Liberal Studies가 사회적 이슈를 직접 다루는 교과의 특성 상 홍콩의 정치적 변화에 민감하게 영향을 받아 내용이 지속적으로 개정되다가 결국 교과 자체가 사라지게 된 것은 민주시민교육에 사회적 합의와 지지가 필수적인 역할을 한다는 점을 시사한다.
Abstract
This study aims to find viewpoints to our civic education by analysing Liberal Studies curriculum and textbook of Hong Kong. For this purpose, I analysed Hong Kong EDB Liberal Studies Curriculum and 2020 4th revised textbook on quantity and quality method. As a result, I found that Liberal Studies developed by six modules on fields of social problems, and conformed by social issues and inquiries, debates are chosen as major learning-teaching strategy, Independent Enquiry Study which performed by student outside the school added. These features are very diffrent from other subjects which are originated from academic contents structures. And it plays a major part for strengthen the civic education that Liberal Studies designated as essential course for examination and allocated plenty times. Liberal Studies textbook includes many components to introduce diverse social issues and stakeholders different views. To make students used to the essay exam, issue analysis and essay practices are also included on step by step form. But Liberal Studies suffered frequent revision and replaced on 2020. It shows us the social agreements and supports are inevitable to civic education.
