국적법 개정안 온라인 공청회에 나타난 시민 반응에 대한 연구 : 온라인 공청회 댓글의 의미관계망 분석을 중심으로

초록
본 연구에서는 법무부의 국적법 개정에 대한 온라인공청회에서 나온 반응들에 대한 의미관계망 분석을 실시하였다. 온라인 공청회 당시 나온 댓글들을 중심으로 분석하여 주요 내용을 본래 정책의도와 비교함으로서 민감한 법안을 검토할 때 온라인 커뮤니케이션을 어떻게 해야할지에 대한 단초를 제공하고자 하였다. 웹스크래핑을 통해 의견을 수집했고 형태소를 분석하였을 때 ‘반대’,‘매국노’ 등의 단어들이 빈출하였고, 에코 네트워크 분석에서는 ‘혜택’, ‘동포“, 을사오적’ 등과 강력한 연관성이 있을 보였다. 국적법개정안에서 도입하고자 하는 방안이 중국인에게 ‘혜택’이라고 볼 수 없음에도공청회시청자들에게는 중국인에게 주는 혜택으로 인식되어지고 있음을 알수 있다. 이는 중국동포집단에 대한 사회적 배제가 우리사회의 문제로 남아있음을 예견하고 있으며, 아울러 온라인 공론장에서의 혐오표현 및 욕설에대해서 관리가 필요함을 보여주고 있는 사례라고 할 수 있을 것이다. 그리고 국민들이 오해하지 않도록 정책에 대한 더욱 적극적인 설명과 정보의제공이 필요하다는 것을 보여주고 있다.
Abstract
This study analyzed the reaction of citizens that are shown in online publichearing on amendment of nationality act. In doing so, this study collects allcomments during the online public hearing and analyzes the semantic structureamong keyword contained in all comments. The result shows the words thatappears most frequently are ‘disagree’ and ‘betrayer’, Ego network analysisshows ‘benefits’, “Oversoverseas”, “Eul-sa fifive-enemy” located at the centerof the network The amendment of national act is not advantageous to KoreanChinese. but the result shows the most people in the online public hearingconsider that the amendment is favorable to foreigner particularly KoreanChinese. This study implies that the social exclusion of Korean Chinese is still serious and the government needs to develop communication measuresto wipe out the misunderstanding of the public
