항만보안 수준이 항만 회복탄력성의 구성 요인에 미치는 영향에 관한 연구

세계화로 인해 복잡성, 불확실성 및 우발성이 증가한 상황에서 예상하지 못한 위협에 대비하고 시스템의 기능을 회복하기 위한 능력인 회복탄력성이 주목받고 있다. 항만에서도 마찬가지로 다양한 위협에 대응하기 위해 회복탄력성강화에 대한 요구가 높아지고 있으며, 첨단 기술을 활용한 항만보안의 혁신과 보안 수준 향상은 회복탄력성 강화를 위한 수단 중 하나로 주목받고 있다. 본 연구에서는 항만보안 수준이 회복탄력성의 구성 요인에 미치는 영향을 구조방정식 모형을 활용하여 실증 분석하고, 항만 관계자 집단의 조절효과에 대해 확인함으로써 항만보안과 회복탄력성 관리에 대한 시사점을 제시하였다. 연구 결과, 항만보안 수준은 회복탄력성 요인인 흡수력, 적응력, 복구력에 모두 긍정적인 영향을 미치는 것으로 나타났다. 다만, 복구력에 대해서는 서비스 공급자인 항만 관리자 집단에서는 유의한 영향을미치는 것으로 나타났으나 서비스 이용자인 선사 집단에서는 유의한 영향을 미치지 못하는 것으로 나타났다. 이러한결과를 토대로 항만보안 수준 강화를 위한 기술혁신의 필요성을 강조하였으며, 항만 회복탄력성 확보에 실무적 시사점을 제공하였다.
Abstract
Resilience, the ability to prepare for unanticipated threats and restore the functioning of systems in the face of increased complexity, uncertainty and contingency, is attracting attention. Similarly, in ports, the demand for reinforcing resilience to respond to various threats is increasing, and innovation in port security using advanced technology is attracting attention as one of the means for reinforcing resilience. In this study, implications for port security and resilience management were presented by empirically analyzing the effect of port security level on the factors of resilience using a structural equation model and confirming the moderating effect of a group of port official. As a result, it was found that the port security level has a positive effect on the resilience factors such as absorptive, adaptive, and restorative capacity. However, it was found to have a significant effect on the restorative capacity in the operator groups, but no significant effect in the shipping company. Based on these results, the need for technological innovation to strengthen the port security level was emphasized, and practical implications were provided for securing port resilience.
