Blockchain Utilization and Policy Issues for Consumer-centered Climate Change Response

탈중앙화라는 기술적 특징에 기반한 블록체인은 향후 소비자 중심의 기후·에너지 산업의 혁신을 이끌어나갈 핵심기술로 전망되고 있다. 이에 본 연구에서는 글로벌 기후변화 대응을 위해 필요한 블록체인 비즈니스 모델을 제시하고, 이를 활용하기 위해 필요한 정책과제에 대해 논의하였다. 즉 국내 기후·에너지 분야에서의 블록체인 정책 추진방향을크게 (1) 유망 비즈니스 모델 발굴, (2) 핵심기술 지원, (3) 관련 법제도 개선으로 구분하고, 이를 추진하기 위한 각 세부방안을 제안하였다. 분석을 위해 전문가 설문에 기반한 계층화분석법(Analytical Hierarchy Process, AHP)이 적용되었으며, 국내 기후변화 대응을 위한 블록체인 정책 추진방향 및 세부 정책방안의 가중치를 도출함으로써 각 정책대안의 중요도를 평가하였다. 미래 기후환경 정책이 민간과 개인 소비자 모두의 적극적인 참여에 기반할 것으로 예상되는 현 상황에서 본 연구는 향후 저탄소 사회로 나아가기 위해 필요한 개인 소비자 및 소규모 에너지 사업자의 역할확대를 위한 블록체인 기반 기후변화 대응전략에의 주요한 시사점을 제공해 줄 수 있을 것으로 기대된다.
Abstract
Based on the technological characteristics of decentralization, Blockchain is expected to lead innovation in the consumer-centered climate and energy industry by ensuring transaction reliability, personal data sovereignty and effective information management. This article presents a blockchain business model necessary for responding to global climate change and discusses policy tasks to facilitate it. The direction of blockchain policy for domestic climate and energy sector is largely divided into (1) discovering promising business models, (2) supporting core technologies, and (3) improving related legal systems, and each detailed policy measure is proposed. For the analysis, the Analytical Hierarchy Process (AHP) is applied, and the importance of each policy alternative is evaluated by deriving weights of the detailed policy measures for climate change response. As future sustainable climate polices are expected to be based on active participation of both private sector and individual consumers, this article is expected to provide managerial implications for blockchain-based climate response strategies for expanding the role of individual consumers and small energy providers.
