지방자치단체 ESG경영에 관한 탐색적 연구: 서울시 자치구 ESG 적용 전략 간 우선순위 분석

In this study, ESG application strategies for local governments in Korea were analyzed based on theoretical discussions on ESG management, which has recently become a global topic. In the theoretical discussion, the conceptual development path through which the practice paradigm of sustainable development evolved to ESG was reviewed. And the significance of governance (G) as implementation mechanism of environmental (E) and social (S) responsibility was also discussed. Based on the theoretical discussion, the priority among ESG application strategies of local governments was analyzed using the AHP method. In the priority analysis among the strategies for applying ESG to local governments, <interest and will of local government heads>, <raising awareness and education of public officials>, and <establishment of related organizations (ESG committee, ESG task force, etc.)> had high priority. This disproves the need to raise the awareness of local government officials and establish an organization to drive ESG management. This suggests that it is necessary to build and internalize governance (G) as an implementation mechanism that guarantees environmental responsibility (E) and social responsibility (S).
