공직자의 사회적 책임성에 대한 성찰 및 합리적 대응 방향

In modern society, social risks and disasters should be recognized as not accidents but incidents from the perspective that human efforts are not enough to avoid them and in that they are failures of human ethics and responsibility. Under the failure of human ethics and accountability, is it appropriate for the government alone to take responsibility for both the consideration or protection of the socially disadvantaged and the guarantee of their safe quality of life belonging to a relatively or absolutely poor class in social crisis and danger? In reality, what level of social responsibility should be borne by state and government officials be desirable and valid? If a beneficiary is selected in relation to the protection of social victims or the socially disadvantaged, what area and to what extent should the decision be made to receive support or response from the entire society? In terms of the discussions on public official’s responsibility for these social problems, it is considered to be more effective to compare and analyze discussions and theoretical considerations from various perspectives rather than finding meaningful answers to these questions. In line with these perspectives, they can be much more useful and effective research to grasp the realistic approach to social responsibility and implications, examine the relative limitations and weaknesses between theories, and explore both discussion points and future directions.
