Traditional diplomacy which is centered on countries, which are major actors in the international community, has been transformed due to too much information and the development of communication technology and transportation. A representative aspect of these is public diplomacy, which directly affects the opinions of the people of the other country, that is, public opinion, in order to improve the image of the country and ultimately enhance its national interests. In other words, it is true that public diplomacy, which directly approaches the people of the other country with various means such as knowledge, language, culture, and media, has recently attracted attention in the filed of diplomacy. Furthermore, public diplomacy becomes more important in that it corrects existing misinformation and indirectly exerts influence on the public of the other country by understanding our domestic situation and effectively communicating their information and policies to the other country's citizens through interactive communications. As a result, we begin to think in earnest about what kind of means to effectively approach the people of the other country effectively. And we come to the conclusion that it is digital public diplomacy that has emerged for the sake of the purpose mentioned above. The emergence of an SNS platform that enables interactive communication throughout the recently developed media devices and satisfies the need for discussions on digital public diplomacy. However, in the absence of an agreed definition of public diplomacy, it is true that it is necessary to decide the directions of policy at an appropriate and desirable level for the purpose of effective implementation of digital public diplomacy. And for the effective implementation of digital public diplomacy, the French policy of clarifying the authority and responsibility of digital public diplomacy through digital ambassadors and related institutions, as well as paving ways to use professional manpower and clarifying policy directions, will give us valuable implications in terms of securing the digital diplomacy policy. In particular, considering that policies are embodied through laws, discussions on revising the Public Diplomacy Act will highlight the policies related to digital public diplomacy more clearly and help to set policy directions on digital diplomacy more clearly.
