Analysis of the legal system to secure safety of forest drone high altitude

In order to actively utilize drones in disaster response areas such as medium and large forest fires, it is necessary to take measures to increase the operating altitude, such as the 150m limit on drone operation height under the existing Aviation Safety Act, which is 500m to 1kmIn the case of disaster-declared areas, drones can fly at an altitude of 150m or more as a result of prior action, according to Article 131(2) of the Aviation Safety Act, but measures for safe operation with a manned aircraft should be considered.Accordingly, international organizations and national institutions such as ICAO(GANP), JCAB(CARATS), NASA, and EUROCAE(SES) will examine the integrated operating technology standards for manned and unmanned airspace, and finally, analyze the safety standards and approval procedures for unmanned aerial vehicles for drone operation below 1km in Korea.
