중국 공공문화서비스 보장법의 개선방안에 관한 연구 - 중국・한국 공공분야 법률 비교를 중심으로 -

(Background and Purpose) First of all, the problems existing in the development of public cultural services in China were investigated, and the contents of the law on the protection of public cultural services were analyzed based on the investigation results; Combined with the advantages of Korean public domain legal content, the deficiency of China legal content was improved. In order to solve the existing problems and improve China's Law on the Protection of Public Cultural Service, this paper puts forward some suggestions to improve the development quality of public cultural services. (Method) First, putting forward the definitions of public culture, public cultural services and other terms through theoretical investigation, and grasp the development of public domain laws in China and South Korea. Secondly, sorting out the outstanding problems existing in public cultural services, and by analyzing and comparing the contents of China and South Korea's public domain laws, we can get the advantages and disadvantages and enlightenment. Thirdly, it puts forward a proposal to improve the Law on the Protection of Public Cultural Service, which is combined with the legal content of the Korean public domain. Fourth, carrying out expert questionnaire survey, combined with expert suggestions, and putting forward the improvement direction for the public cultural service guarantee law. (Results) There are some problems in the development of public cultural services in China, such as the balance of regional public cultural services, the imbalance of public cultural services' development contents, the shortage of rural public cultural facilities, the economic dependence of public cultural services' development, the lack of basic investment in public cultural services, the imperfect public cultural service system, the sustainability of public cultural services, the low level of public cultural services' development, the lack of social participation in public cultural services, and the shortage of public cultural service professionals. (Conclusions) First, it is necessary to adjust the contents of the regulations corresponding to the problems and promote the solution of the problems by adjusting the legal contents. Secondly, some problems existing in the development of public cultural services can be modified according to the revelation of the contents of the Korean Public Design Law. Third, after evaluating the development achievements of public cultural services, the Central Committee and the State Council need to seek experts' opinions, so it is necessary to set up a special research department for public cultural services, such as adjusting public cultural services policies and improving public cultural services laws and regulations. Fourthly, we need to learn from the achievements and advantages of other developed countries in the public sphere, and adjust China's public sphere development policy by summarizing its laws and regulations to improve the scheme.
