이 글은 선진국-개도국 그룹이 기후변화 문제에 대한 근본 입장 차이에도 불구하고 어떻게 파리협정과 같은 다자조약 체제 창출에 합의할 수 있었는가의 문제와 협정 발효 이후 양자 간 균등한 영향력 행사가 이루어지고 있는지의 여부를 분석한다. 이 글의 핵심주장은 파리협정의 CBDRRC 원칙은 선진국-개도국 간 갈등을 봉합하기 위한 일종의 합의된 ‘구성규범(constitutive norm)’이었으나, 협정 탄생 이후 이를 구체화한 ‘실행규범(practical norm)’의 형성· 발전 과정에서 선진-개도국 간 비대칭적 영향력이 확인된다는 것이다. 이러한 갈등의 봉합과 이후의 비대칭적 규범 구체화 경로는 기후변화 협상에서 선진-개도국이 각자 강조하는 경쟁적 규범 클러스터 및 특히 합의 이후 기후재정 및 기술이전 문제의 전개 양상에서 확인된다. 이러한분석을 바탕으로, 이 글은 기후변화 대응 규범이메타규범에서 실행규범으로 ‘구체화’되는 과정에서 선진국에 유리하게 작동하는 측면이 있으며, 이는 장기적으로 기후변화체제의 정당성과안정성에 위협요인으로 작용할 수 있으므로 선진국의 보다 적극적인 공여가 필요하다고 결론짓는다.
Abstract
The article examines the root causes of conflicts between developing countries and developed countries enshrined in the principle of ‘Common but Differentiated Responsibility and Respective Capability(CBDRRC).’ Futhermore, the article explores how such conflicts have evolved and the prospect of future development by applying the constructive theory of norm diffusion. The article claims that the CBDRRC principle was a compromised constitutive norm designed as a stop-gap measure to fill in the gap between developing and developed countries. The article takes issue with the existing asymmetrical power between developing countries when the CBDDR-RC principle is substantiated to the level of ‘practical norm.’ The dynamic\ theoretically illuminated by the article is also empirically substantiated by two case analysis on climate finance and technology transfer. The article concludes the asymetrical power and interests in favor of advanced countries could potentially threaten the stability of climate change regime.
