정부의 중소기업 지원 정책변동 분석: 중소기업 기술혁신 촉진계획을 중심으로

This paper aims to provide policy implications by analyzing the current status of changes in policy goals and means from the perspective of policy changes, focusing on the 'Small and Medium Enterprise Technology Innovation Promotion Plan'. Analyzing the 'Small and Medium Business Technology Innovation Promotion Plan', which has been promoted since 2004 to support the insufficient technological innovation capabilities of SMEs, is meaningful in that it can identify policies that have changed according to the policy and management environment. The analysis identifies the macroscopic fluctuation flow by constructing a network through text mining. In addition, a group is drawn through a structural iso-satellite analysis, the role of keywords is identified, and policies are classified to confirm changes in policy goals and means. According to the analysis results, policies can be divided into 4 character groups (Focus/Support/Co-work/System) by level, and the overall plan consists of 8 (development, ecosystem, manpower, linkage, system, commercialization, overseas expansion, growth model) can be divided into Contents groups. Policy goals and means classified by group show all forms of policy innovation, maintenance, succession, and termination, and heterogeneous policy changes are observed. Through this study, it is possible to understand the direction and method of change in the direction and method of SME technology innovation support that has continued for a long time, and it is expected to provide implications for policy establishment to maximize the effect of technology innovation support in the future.
