This paper examines the system, main contents and limitations of the law on balanced regional development, and examines the above two perspectives: the continuity of policy promotion and the central government, and the view of securing solidarity between local governments, which are divided into metropolitan and non-metropolitan areas. It aims to suggest improvement measures. At the public law level, the structure, characteristics, limitations, and improvement plans for regional balanced development have been presented. But the legal system is confused, the finances are poor, and the fund Management system is operated centered on the central government department that actually has authority. A general committee participated by pan-ministerial and local governments that are not affected by changes in government and can be minimized even if they are affected, and the committee corresponding to the promotion organization coordinates the central ministries and provides practical executive power and decision-making. It needs to be reorganized into an institution with binding power. At the same time, the financial resources required for balanced regional development must be absolutely secured, but the practices and laws of public sector projects centered on the central government must be improved. Ultimately, in order for the balanced regional development policy to be beneficial to local governments in the metropolitan area as well as non-metropolitan areas, policies based on decentralization must be promoted at the same time. Decentralization is essential if we want to create a bottom-up development structure based on regional autonomy. Ultimately, it is necessary to strengthen decentralization through constitutional amendment and consistently promote balanced regional development policies.
