The Legal Issues on the Time-off System to the Government Employees Union

With the revision of the Government Employees Union Act in 2022, the Government Employees Union time-off system was introduced at the end of this year. According to the current law, the time-off system is not applied to the Government Employees Union. In response, it was pointed out that the labor rights of the Government Employees were violated, and the Government Employees Union Act was revised to solve this problem. However, regarding the implementation of the time-off system, various issues remain, including the relationship between labor officer and time-off applicants, service-related issues, unit of use, scope of use, and information disclosure. In this paper, summarizing the progress of the introduction of time-off system for the Government Employees Unions, issues related to implementation are reviewed, and future tasks are proposed.
