The Korean government, like other major countries, has set carbon neutrality as national goal to cope with the climate crisis, is promoting the industrial conversion to achieve that goal, and is seeking the measures to support the labor transition. In the reality that transition to a carbon neutral society and consequent great industrial conversion are unavoidable, the basic direction of just transition should be to protect workers and vulnerable social groups in regions or industries that are directly or indirectly damaged by it, and to minimize the damages. And the just labor transition should be based on fair treatment, re-employment, fair compensation, sustainable production, and various programs. For just labor transition, it is necessary to closely analyze the impact of transition to carbon neutrality on the domestic industry and labor, and to predict the changes in labor demand by sector. In addition, considering the special conditions for labor transition following carbon neutrality, the policy goals and means should be set differently according to each situation. Furthermore, it is necessary to establish a social safety net to cope with the climate crisis, and to implement the legislation on just labor transition support and the labor transition support policies by type. The promotion of such labor transition support policies should be based on social dialogue in which those affected by transition to carbon neutrality participate in decision-making.
