젠더 관점에서 한국의 재난안전관리 체계에 대한 비판적 검토와 제안: 일본의 ‘재해여성학’을 중심으로

초록
2023년 1월 30일부터 의료시설, 대중교통 등을 제외하고 실내에서 마스크 착용의무가 해제되었다. 끝이 날 듯 끝이 보이지 않던 팬데믹은 이제 새로운 국면에 접어드는 것으로 보인다. 반면 팬데믹으로 인해 드러난 한국 사회의 차별과 불평등은 여전히 과제로 남았다. 이른바 “모두에게 평등하고, 일부에게 불평등한 재난”이 사람에 따라 그 영향이나 정도가 다른 것은, 결국 ‘모든 사람은 평등하지 않고, 젠더‧계급‧인종 등에 따른 차별과 사회적 불평등이 내재되어 있기’ 때문이다. 따라서 재난으로 인한 불평등은 개인의 문제가 아니라 사회구조적 문제라고 할 수 있다. 특히 팬데믹 이전(평상 시)에도 ‘이미’ 존재했던 젠더 불평등은, 전 세계에 전염병이 확산된 팬데믹 시기(재난 시)에 ‘더욱’ 극적으로 가시화되었다. 재난으로 인한 불평등이 개인적인 것이 아니라 사회구조적인 것이고 특히 젠더 불평등으로 인해 더욱 심화된다면, 재난 관리와 대응체계 역시 젠더 관점에서 재구조화 할 필요가 있다. 이러한 문제의식에 기초하여 한국의 재난안전관리 체계를 비판적으로 살펴보고, 젠더 관점의 재난관리 및 대응체계를 모색하기 위한 이론적 근거로서 최근 일본에서 논의되고 있는 ‘재해여성학’을 검토하고자 한다.
Abstract
On January 30, 2023, the wearing of masks indoors was lifted except for hospitals and public transportation. The pandemic, which was unlikely to end, seems to be entering a new phase. On the other hand, discrimination and inequality in Korean society revealed by the pandemic remained a challenge. The effect or extent of the so-called “equal to all, unequal to some” differs from person to person because “all people are not equal, and discrimination and social inequality according to gender, class, race, etc.” Therefore, inequality caused by disasters is not an individual problem, but a social structural problem. In particular, gender inequality, which already existed even before the pandemic, became more and more dramatically visible during the pandemic period when the epidemic was raging around the world. If the inequality caused by disasters is not personal, but social structural, and especially if it is intensified by gender inequality in disasters, disaster management and response systems also need to be restructured from a gender perspective. Based on this critical mind, South Korea's disaster safety management system is critically reviewed. In addition, as a theoretical basis for seeking a disaster management and response system from a gender perspective, this study examines ‘disaster women's studies’ that have recently been discussed in Japan.
