산업의 디지털 전환, 글로벌 지정학과 통상협상 新의제 검토

The Fourth Industrial Revolution opens a new era of digital globalization connecting the world more deeply than ever. The pattern of trade, once dominated by tangible goods, is shifting toward global data flows and digital platforms business. Digital globalization makes trade policy more complex. Value chains are being digitalized, new hubs are emerging, and economic activities are being transformed. While recent trade agreements contain some rules on digital trade, the current scope of discussions lag far behind the reality of industrial digital innovation. Governments are competing to advance their manufacturing industries with digital transformation and secure economic leadership by taking technological edges. Accordingly, the focus of trade policy is moving from traditional market access to plulilateral digital trade coalition and partnership, such as IPEF and DEPA. It is time to rebuild the objectives and priority agenda of global digital trade negotiations, by thinking out of box. In that sense, this article proposes eight core agenda for digital trade negotiations and future works: digital transformation in trade procedures, digital services classification, internet access, data flow with trust and interoperability, AI governance, cyber security, online platform regulations, and digital taxation.
