사전투표제에 대한 검토 및 개선방안

The early voting system was first introduced in Korea in 2013 and was introduced nationwide in 2014. Since then, the early voting system has been in effect. It is a form of convenience voting that increases the ease of voting by voters. In the 2020 National Assembly Election and 2022 Presidential Election and Local Election, where the corona situation occurred, many problems were exposed in relation to the advance voting of corona confirmed and quarantined persons. Therefore, it was necessary to review the resignation voting system. First, the significance of the early voting system and the purpose of its introduction will be reviewed. Second, the constitutional issues regarding the early voting system are reviewed in the order of the realization of the universal suffrage principle, the violation of the free election principle, the violation of basic political rights, and whether the voter turnout has been increased. Finally, the direction of improvement of the advance voting system will be explored. There are needs for improvement measures for the new operation method of the advance voting system, review of the recently revised Public Official Election Act, responsibility and improvement measures for issues such as the theory of advance voting manipulation or poor management, passive compensation for some necessary voters, protection of the exercise of suffrage by the disabled, and improvement measures for storage, management and transportation of advance ballot boxes. Although some problems have occurred in the Corona situation, the early voting system is a system with many advantages, and it is necessary to improve the problems and establish a better system.
