지난 수년간 유행한 코로나19 감염병으로 인하여 전세계적으로 비접촉‧비대면 사회가진행되었다. 이 과정에서 남녀노소 누구나 인터넷에 접속하여 노출되는 시간과 빈도가증가하였다. 우리 국민의 대다수도 인터넷을 이용하는데, 무려 국민 열 명 중 아홉 명 이상이 인터넷을 이용하는 것으로 집계된 바 있다. 이러한 인터넷의 일반화에 따라, 인터넷‧가상공간에서 발생하는 새로운 유형의 범죄가 사회의 문제로 인식되고, 사이버안전과 보안 또한 강조되고 있다. 현재 우리 사회에서도 다양한 양태의 사이버테러가 등장하고 있는데, 이것은 사회를위협하는 요소로 볼 수 있다. 본고에서는 종래 다양한 개념 정의가 시도되고 있으나 보편적인 개념 정의는 부재한 사이버테러의 개념과, 그 유형과 현황을 간략하게 검토하고, 현행법상 사이버테러 관련 규정과 외국의 규정을 검토한 후, 향후 대응방안을 제안하였다. 이 글에서는 사이버테러 대응방안으로, 첫째, 사이버테러기본법의 제정, 둘째, 사이버테러 컨트럴 타워의 재정립, 사이버테러 예방 및 대응 교육 강화, 국제협력 강화, 사이버테러대응을 위한 전문 인력의 양성을 제안하였다.
Abstract
Due to the outbreak of the COVID-19 pandemic, which has been hitting the world since early 2021, non-face-to-face society has been progressing. The frequent exposure to the internet by men and women of all ages increased. In 2020, the number of Internet users in Korea was about 46,819,000, and the ‘internet use rate’ was 91.9%. Many Koreans also use the internet, and more than nine out of ten people use the internet. Following the generalization of the internet, Cybercrime in cyberspace is becoming a problem. New types of crimes occurring in the virtual space are recognized as social problems, and cyber security is crucial and emphasized. In particular, Various forms of cyberterrorism appear in our society, which can even be seen as the main factor threatening society. Cyberterrorism which means infringement of information and communication network is increasing. This paper reviews the definition and types of cyberterrorism, and the relevant current regulations, and then suggests countermeasures. This paper proposes the enactment of the Framework Act on Cyberterrorism, the reestablishment of control towers against cyberterrorism, the training for the prevention and response of cyberterrorism, the international cooperation, and the training of experts for cyberterrorism response as countermeasures against cyberterrorism,
