초등학교 안전사고 및 안전교육 실태분석을 통한 법적 개선방안

The purpose of this study is to propose improvements to the current school safety accident prevention law and school safety accident prevention education in order to reduce the occurrence of accidents in elementary schools. To achieve that, we first analyzed the number of elementary school accidents and the evaluation trend of safety education from 2017 to 2022, and further found problems and limitations of the Safety Education and School Safety Accident Prevention Act. Next, we propose improvements to resolve the problems and limitations found and enhance the effectiveness of the law. The summary of the improvements to the School Safety Accident Prevention Act presented in this study are as follows. First, the safety education elements of the Act on the Prevention and Compensation of School Accidents were amended to improve the effectiveness of the law, along with revising the number of hours of elementary school safety education courses and implementing the education. Second, detailed provisions were prepared to secure elementary school safety education experts and support safety education. Then, related provisions were newly established to ensure safety education in terms of regional safety education institutions and individual schools. Third, guidelines for expanding the safety education experience, which would take into account the number of elementary school students and the accessibility of the school unit areas were prepared, as well as mandatory provisions to secure the budgets along with supporting the education budgets for developing safety education materials and improving the school facilities in terms of safety. The comparison between the trend of accidents conducted in this study and the trend of safety education evaluation is an effective method of analysis to examine the effectiveness of the current school safety accident prevention education and school safety accident prevention law. Furthermore, the improvement direction of the School Safety Accident Prevention Act proposed in this study can be a practical alternative, which would reduce the occurrence of accidents in elementary schools as well as middle and high schools, and which can be used as data for related research.
