재난관리 네트워크 거버넌스 구조와 관계 전략에 관한 탐색적 연구: COVID-19 방역 마스크 공급 대란 사례

본 연구는 소셜 네트워크 분석을 이용해 재난관리 거버넌스 구조와 관계 전략(relational strategies)―중개(bridging)와 결속(bonding) 전략―의 특징을 탐색적으로 살펴보았다. 본 연구를 위해 COVID-19 팬데믹 시기의 마스크 공급 대란을 사례로 선정하였는데, 이 사례에서 관찰된 행위자들의 중개 전략은 1) 기존의 공식적 위계구조를 활용하는 확장과 2) 민간 행위자들을 유입을 위한 수평적(horizontal) 확장으로 요약된다. 결속 전략의 경우 1) 교육, 경찰, 검찰 등 기능적 역할이 뚜렷한 행위자들 간의 결속과 2) 특정 과업 수행자들로 구성된 결속의 두 가지 패턴이 관찰되었다. 이러한 중개와 결속을 기반으로 마스크 공급 네트워크는 소수의 핵심 행위자들이 전체 네트워크를 주도하는 중심-주변(core-periphery) 구조를 형성하고 있었으며, 이러한 거버넌스 구조는 신속하게 재난에 대응하기 위한 위계적 통제와 수평적 네트워크 확장을 가능하게 한다.
Abstract
Using social network analysis, this study explored the characteristics of disaster management governance structure and relational strategies, focusing on bridging and bonding strategies. For this purpose, the face mask supply disruption during the COVID-19 pandemic was selected as a case. Bridging strategies observed in this study include 1) expansion using the existing formal hierarchy and 2) horizontal expansion through the influx of private actors. Bonding strategies observed include 1) cohesion among actors with clear functional roles such as education and prosecutors and 2) cohesion among actors with specific emergent tasks. The network structure illustrates a set of typical characteristics of a core-periphery structure in which a small number of critical actors lead the entire network. The rationale beyond the network structure is the need for hierarchical control and network expansion in dealing with a crisis.
