고령자 법교육 내용 구성을 위한 요구도 조사: IPA 분석 및 Borich 교육요구도 분석을 중심으로

우리사회의 고령화가 급속도로 진행됨에 따라 고령층이 일상생활에서 겪는 문제도 증가하고 있다. 이에 대해 법제도 보완도 필요하지만 동시에 고령층 스스로가 법적 지식과 역량을 갖추는 것도 필요하다. 고령자를 대상으로 하는 맞춤형 법교육 프로그램이 개발된다면 고령층의 법적 역량 강화에 큰 도움이 될 것이다. 이를 위해 본 연구에서는 고령자 법교육의 교육내용 선정과 조직에 있어 요구도를 분석하여 우선순위를 도출하고자 하였다. 우선 고령자 집단이 일상적으로 경험하는 12개 법영역 항목을 설정하고, 이에 대한 보유수준과 중요수준을 구분하여 파악하였다. 이 자료를 중심으로 IPA 분석과 Borich 교육요구도 분석 방법을 병행하여 활용하였다. 분석 결과 ‘복지 서비스’, ‘의료 서비스 및 보험’, ‘세금’에 대한 법지식이 두 가지 분석 모두에서 가장 높은 교육요구도를 가지는 것으로 확인되었다. 이 세 가지 영역은 모두 중요하게 인식되고 있으나, 관련 법지식이 전문적 성격을가져 접근과 취득이 쉽지 않은 경우에 해당한다. 이 외에도 ‘법률 구조 절차’, ‘성년후견, 요양, 치매’, ‘소비자 피해 구제’ 영역 및 ‘보이스피싱 대처’, ‘연금’에 대한 법지식도 지속적으로 관심을 가지고 교육내용으로의 변환을 꾀할 필요가 있는 것으로 확인되었다.
Abstract
As society rapidly ages, the daily problems experienced by the elderly are increasing. Legal and systematic measures are necessary to solve these problems, and it is also important for the elderly to have legal capabilities of their own. Law-related education (LRE) is expected to help strengthen the legal knowledge and capabilities of the elderly. Therefore, we conducted an educational needs assessment of LRE for the elderly. To analyze the educational needs of the elderly, we extracted 12 factors on legal issues that the elderly routinely experience. We conducted both the required competence level and performance competence level surveys. And IPA and Borich needs Assessment model were conducted on this data. The results are as follows: First, legal knowledge on “welfare services,” “medical services and insurance,” and “tax” were found to be the most in-demand in both analyses. Additionally, legal knowledge on “legal aid,” “adult guardianship, nursing care, dementia,” and “compensation for consumer damage” were ranked relatively high. It was also confirmed that legal knowledge on “phishing crime” and “pension” needs to be included in the content elements of LRE for the elderly.
