아이디어와 제도의 상호관계에 대한 분석 - 예술인고용보험제도 도입을 중심으로 -

Public policy studies have acknowledged that ideas matter in the analysis of various policy-making phenomena. However, preview studies generally conceptualized ideas at a one-dimensional level and analyzed ideational change as a driver of policy change, thus have limitations in conducting systematic analysis of the relationship between ideas and institutions. In order to analyze systematically how ideas and institutions interact to form public policy outcomes, this study presents an analytic framework by identifying the characteristics of ideational and institutional factors, and conceptualizing interaction patterns between the two factors that impact public policy outcomes. This analytic framework was applied to the case of the introduction of artist unemployment insurance system, which had failed to be introduced in 2011 and had been adopted in 2020 by amending Employment Insurance Act. As a result of the analysis, it was confirmed that the change of ideational and institutional factors had altered the interaction pattern between the two factors, which resulted in different policy outcomes. This study highlights the necessity to focus at ‘the intersection of ideas and instiitutions’, where ideas and institutions interact to gain legitimacy, interpret rules of the game, and transform ideas into embedded institutions, in which that impact policy outcomes.
