이해관계자 참여 공간으로서 지속가능발전 공론장의 쟁점과 과제: 서울특별시 서대문구 지속가능발전 이행계획 수립 과정을 사례로

The purpose of this study is to draw out issues in the design and operation of public sphere on sustainable development by the local government, taking the case of public sphere on the establishment of an implementation plan for sustainable development in Seodaemun-gu. The public deliberation operation process was analyzed by applying 8 criteria: the composition of participants, the public deliberation process, and the results and effects of public deliberation by applying eight criteria: representativeness, expertise, inclusiveness, democracy, openness, deliberation, and influence and effectiveness on policies. The policy implications of the analysis results are as follows. First, in the composition of participants, it is necessary to think about recruiting enough participants to secure the representativeness of the region related to the representativeness of the participants. Second, it is necessary to supplement the appropriate number of meetings and the number of participants so that sufficient deliberation can take place. Third, It is necessary to consider the implementation and reflection of the results of the public sphere at the planning stage, and strengthen accountability for the results by notifying the participants in advance about the reflection of the results of the public debate.
