예술인 복지 관점의 창작공간 지원 정책 연구

This study aims to examine the policy for supporting creative spaces from the perspective of artist welfare. Creative spaces can be categorized as either workspaces or residences. Although policies supporting creative spaces have diversified in recent years, the policy for residences is limited due to the restricted occupancy period. The demand for affordable creative workspaces for artists has long been overlooked in policy-making. As the artist welfare policy expanded, the policy for creative spaces as workspaces gained attention. However, the supply of public rental studios for artists is insufficient compared to artists' demand. To identify potential improvements, I examined the policies and supply models for creative spaces in cities with a high concentration of artists per capita, such as New York, London, and Paris. I investigated specific initiatives such as New York's Affordable Real Estate for Artists (AREA) and London's Creative Land Trust (CLT), and suggest implications based on findings. The policy for supporting creative spaces from the perspective of artist welfare is still in its early stages. As creative spaces are essential facilities for the professional status and activities of artists, it is crucial to prepare more effective policy alternatives from the perspective of artist welfare.
