청년 창업 지원정책의 현실과 한계 — 광역지방자치단체 조례 분석을 중심으로 —

Youth entrepreneurship support policies are characterized by their interdisciplinary nature as they are related to jobs and overall welfare policies. Korea has been implementing various youth policies in the context of supporting young people, and support and interest in youth entrepreneurship is also on the rise. In line with this trend, this study examines how the youth entrepreneurship system functions in terms of the legal system. Specifically, we examined how local governments are implementing specific youth policies through their youth entrepreneurship policies by looking at the contents of local ordinances in addition to the central government's laws. In terms of the legal system, we found that Korea's youth policy is centered on the Youth Basic Law, but there is no detailed legislation on youth entrepreneurship. When we examined the enactment and operation of ordinances, we found that each metropolitan local government operates ordinances related to youth entrepreneurship, but we could not find any ordinances that reflect the characteristics of each region. When considering youth policy and youth entrepreneurship as a policy for local governments and balanced regional development, it is necessary to specifically consider the realistic needs of young people in the content of the ordinance.
