공기업 경영평가지표간 인과관계에 대한 탐색적 연구: 사회적 가치구현의 선행지표를 중심으로

초록
[연구목적] 본 연구의 목적은 공기업의 사회적 가치구현 성과를 중심으로 공기업 경영평가지표간 인과관계를 분석함으로써 공기업의 본질인 공공성 성과에 기여하는 요인을 밝히고, 성과지표간의 논리적 인과성이 존재하는지 여부를 파악하는 것이다. [연구방법] 2018년부터 2021년까지의 36개 공기업의 경영실적성과평가 보고서를 통해 연도－기업별 141개의 경영성과평가자료를 수작업으로 수집하였다. 이를 토대로 사회적 가치구현성과에 영향을 줄 수 있는 세 가지 성과지표와의 관계를 실증분석하였다. [연구결과] 분석결과, 계획차원으로서 경영전략 및 리더십지표는 과정차원인 인사․조직․재무관리지표, 그리고 보수 및 복리후생관리지표에 유의한 양(＋)의 영향을 미치는 한편, 과정차원의 지표들은 사회적 가치구현 성과지표에 유의한 양(＋)의 영향을 미치는 것으로 나타났다. [연구의 시사점] 본 연구는 선행연구와는 달리 공기업을 대상으로 성과지표간의 인과관계를검증한 탐색적 연구로서 공기업의 사회적 가치구현에 초점을 두어 선행요인을 제시하고, 계획－과정－성과차원의 인과성을 중심으로 지표간 인과관계를 검증하여, 현 경영평가지표의 실효성에 대한 학문적, 실무적 함의를 제공할 수 있다.
Abstract
[Purpose] This study aims to investigate the causality among performance evaluationmeasures of public enterprises, focusing on the leading measures of social value realizationperformance. [Methodology] The sample of this study is 36 public enterprises in the year from 2018 to2021. This paper hand－collected data through SOEs’ management performance evaluationreport for empirical analysis. [Findings] The empirical result shows that business strategy and leadership measurespositively affect management process measures, including organization, human resource,finance management as well as remuneration and welfare management measures, whichhave positively influence on social value realization measures in turn. [Implications] This study presents evidence of the causality among performance measuresfocusing on social value performance, which provides policy implication on the SOE’sperformance evaluation as well as academic implication.
