미국 DARPA에 관한 정책네트워크 분석 연구: PM의 사회관계망을 중심으로

초록
본 연구는 도전적･혁신적 연구개발의 성공 모델로 알려진 미국의 DARPA라는 기관의 특징을 분석한다. DARPA의 우수한 성과가 DARPA 자체의 뛰어난 역량에 기인한 측면도 있지만, DARPA를 둘러싼 이해관계자와의 협력과 연계 등 상호작용에 있다고 보고 DARPA의 특징을 정책네트워크 관점에서 분석하였다. 이를 위해 본 연구는 먼저 DARPA의 현황과 정책결정 과정을 살펴보고 기관군(群) 단위의 정성적 정책네트워크 분석을 수행하였다. 그리고 정성적 분석의 한계를 보완하기 위해 PM 개개인을 분석단위로 하는 정량적 사회관계망 분석을 수행하여 DARPA의 정책네트워크를 종합적으로 살펴보았다. 그 결과 DARPA는 국방부, 공군, 해군 등 군(軍)과 방산기업 등 국방과 관련한 행위자들이 서로 강한 상호작용을 하면서 안정적이고 수평적인 네트워크 구조를 갖는 것으로 확인되었다. 본 연구는 DARPA가 이러한 강한 네트워크 속에서 새로운 정책방향의 설정, 기술수요의 발굴, 연구사업 기획 및 평가와 진도관리, 사업화 등을 추진하고 있고, 이 과정에서 육･해･공군 각 군(軍), 군 연구기관, 방산기업 등 국방기술의 전문가 집단과 긴밀히 협력하고 있음을 실증적으로 확인하였다는데 의의가 있다.
Abstract
This study analyzes the characteristics of U.S. DARPA known as a successful model for challenging and innovative R&D. This study reviewed from the perspective of a policy network, considering that the excellent performance of DARPA is due to the close interaction with several key stakeholders surrounding DARPA, although some aspects are due to DARPA’s own outstanding capabilities. To this end, this study examined DARPA's policy decision process, and then conducted a qualitative policy network analysis at the institutional level. In addition, in order to supplement the limitations of qualitative analysis, quantitative SNA(Social Network Analysis) was performed with individual PMs as the unit of analysis to comprehensively examine DARPA's policy network. As a result, DARPA was found to have a stable and horizontal network structure, with defense-related actors such as U.S. Defense Authorities, U.S. Air Force, and Navy, military research institutes, and defense companies interacting strongly with each other. This study explains that DARPA sets a new policy direction, discovers technology demand, R&D plans and evaluates research projects, manages progress, and promotes commercialization in this strong policy network. It is meaningful that this study empirically analyses that DARPA is closely interacting with a group of defense technology experts.
