직장 내 성희롱/성폭력 현상의 문제점과 현황에 대한 탐색: 2017년~2022년 빅 카인즈 기사분석을 중심으로

본 연구는 연일 언론사 뉴스에서 등장하는 ‘직장 내 성희롱/성폭력/성차별' 문제에 주목하고 기업 조직문화의 왜곡된 성인지 감수성을 반영한 사건 현황과 문제점을 탐색해보고자 한다. 이를 위해, 최근 6년간(2017년~2022년) 언론기사를 통합한 한국언론진흥재단 빅카인즈(빅데이터) 자동분석을 활용하여‘직장 내 괴롭힘’금지에 관한 개정 근로기준법 시행(2019년 7월 16일) 전후 3년간 언론기사 빈도, 키워드 트렌드, 연관어, 관계어 관련 기사를 분석해 봄으로써 직장 내 성인지 감수성 몰이해로 촉발되는 괴롭힘 문제의 현황과 그 대응(경과와 결과)에 대하여 살펴보았다. 연구결과 첫째, 지난 6년(2017.1.1.~2022.12.31.)간 ‘직장 내 괴롭힘’ 관련 기사 총1,353건 중 ‘성희롱/성폭력/성차별’ 기사는 총 554개로 40.9%를 차지하고 있다. 둘째, 직장 내 괴롭힘 금지에 대한 개정 근로기준법 시행 전후 직장 내 괴롭힘 관련 기사에서 성희롱이 1위로 나타났다. 셋째, ‘직장 내 성희롱/성폭력/성차별’ 피해 발생 시 기관과 조직의 적극적인 해결 노력과 재발 방지 시스템이 필요하다. 본 연구는 빅데이터 기사분석을 통해 개정 근로기준법 시행 전후 나타난 ‘직장 내 성희롱/ 성폭력/성차별’관련 현황과 진행 과정의 문제점을 파악함으로써 근로자 인권과 복지 측면에서 정책 및 제도 개선에 도움이 되는 기초자료를 제공하고자 한다.
Abstract
This study pays attention to the problems of 'sexual harassment, sexual violence, and sex discrimination in the workplace' that appear in the news media every day, and seeks to explore the current status of incidents and problems that reflect the distorted gender sensitivity of corporate organizational culture. Research results First, of the total 1,353 articles related to ‘bullying at work’ over the past 6 years (January 1, 2017 – December 31, 2022), ‘sexual harassment/sexual violence/sex discrimination’ articles accounted for 40.9% with a total of 554 articles. Second, sexual harassment ranked first in articles related to workplace bullying before and after the enforcement of the revised Labor Standards Act on the prohibition of workplace bullying. Third, in the case of ‘sexual harassment/sexual violence/sex discrimination in the workplace’, institutions and organizations need to make active efforts to resolve the damage and establish a system to prevent recurrence. This study aims to provide basic data that will help improve related policies and systems by identifying the current status and problems of 'sexual harassment/sexual violence/sex discrimination in the workplace' before and after the enforcement of the revised Labor Standards Act through big data article analysis.
