The obligation of parents to maintain their minor children is absolute and this obligation must be fulfilled regardless of whether the parents are married. However, many parents fail to fulfill this obligation, and it has been a social problem. The Korean Ministry of Women and Family Affairs has recently proposed legislative changes to strengthen child support enforcement. Australia's child support system is similar to ours in that it does not have a guaranteed child support and has a child support agency, but it differs in that the agency is in charge of the whole process in child support enforcement. Australia's child support system is designed to link the calculation and collection of child support by the child support registrar to the payment of family benefits, thus indirectly enforcing the registration of child support. Registered child support can be directly collected by the registrar to ensure enforcement and identify defaults, and to this end, the registrar is authorized to collect information necessary for the calculation, registration, and collection of child support and to access and utilize information from other agencies necessary for the child support enforcement process, so that the process from determination of child support to enforcement can be systematic.
