뉴스 미디어 스타트업 생태계 현황 및 정책적 과제에 대한 탐색적 연구
Exploring the Industrial Ecosystem of the Korean News Startups Challenges and Policy Support

이 연구는 한국 뉴스 미디어 스타트업 생태계 현황을 분석하여 뉴스 미디어 스타트업이 그 구조적 한계를 극복하고 지속해서 성장과 혁신을 도모하는 데에 필요한 정책과제를 제시한다. 기존 문헌을 검토하여 뉴스 미디어 스타트업 생태계의 구조적 특징을 탐구한 내용을 토대로, 본 연구자들은 창업자, 종사자및 관련 전문가 등 총 23명을 심층 인터뷰했다. 전통적 저널리즘 역할을 유지·강화하고자 하는 스타트업들은 탐사보도, 팩트체크 등을 통해 전문성을 갖춘 미디어로 자리매김하고자 노력하고 있었다. 그러나 비즈니스 모델 확보를 통한 지속가능성 실현에 있어서 어려운 상황에 봉착한 곳들이 있었는데, 이는한국적 현실에서 저널리즘적 전문성을 추구하는 동시에 수익성 창출을 통해 레거시 미디어와의 시장경쟁에서 살아남아야 하는 이중적 과제가 얼마나 어려운가를 역설한다. 다른 한편, 디지털 문화적 요소를결합하거나, 이용자와의 상호작용 및 맞춤형 서비스를 적극적으로 도입함으로써 저널리즘의 경계를 새로 그려 나가는 스타트업들도 있었다. 이러한 현상은 저널리즘의 경계를 보다 확장적으로 조명하여 무엇이 뉴스이고 어떤 것이 저널리즘적인지에 관하여 재정의해야 할 필요성을 제기한다. 본 연구자들은뉴스 미디어 스타트업 생태계를 위한 정책 지원방안을 제안하면서 그 기본 틀을 ‘언론’과 ‘스타트업’의이질성을 고려한 투트랙(two-track) 전략으로 설정하였다. 비영리 미디어 특화 지원, 영리 기반의 산업혁신을 위한 지원, 그리고 이러한 정책들을 뒷받침하는 지속가능한 지원체계 구축이 제안의 핵심이다.
Abstract
This study analyzes the current state of the Korean news startup ecosystem and explores the policy challenges needed to support sustainable growth and innovation beyond the structural limitations and survival crisis it faces. Based on in-depth interviews with 23 informants, including founders and workers of news startups and related experts, the study indicates that news startups whose mission is to maintain and strengthen the traditional role of professional journalism tend to establish themselves as specialized media by conducting investigative reporting or fact-checking. Nonetheless, these startups need help securing an effective revenue model to ensure sustainability. On the other hand, some news startups combine digital cultural elements with journalism to redraw the boundaries of journalism. By analyzing the cases of these various types of news startups, this study proposes a policy plan for the news media startup ecosystem based on a two-track strategy: on one side, putting forward policy initiatives on specific issues encountered as ‘news organizations’ and on the other side, developing public policy for ‘startups.’ While the former focuses on supporting news nonprofits, the latter helps support the industrial innovation of for-profit startups.
