제20대국회의 법률안 공동발의 네트워크 분석: 재정부담과 규제를 중심으로

This study analyzed the cosponsorship network for 21,594 legislative proposals of the 20th National Assembly (2016. 5. 30.-2020. 5. 29.). A “directed and weighted network” was constructed for all bills to consider proposing and receiving cosponsorship by dividing representative and co-proposer. The network characteristics were compared and analyzed based on the network and node level by the type of legislation such as expenditure, revenue, regulation. At the network level, the cosponsorship network was very dense and split between parties. Regarding reciprocity, considering dyads between legislators, logrolling was strong in the regulatory strengthening proposals network and the expenditure burden proposals network. In terms of transitivity, considering the triads, it was found that the network of revenue burden proposals was less clustered than other networks. According to the relationship between nodes (legislators), first-term legislators may be relatively short of network resources. Still, they try to compensate for their inferiority by actively participating in cosponsorship. there is a statistically significant difference in centrality between political parties, and cosponsorship by legislators appeared for each party.
