이 논문은 최인훈의 연작 소설 「총독의 소리」를 통해 ‘통치비밀(아르카나 임페리)’의 구체적 운용과 원리를 검토해 본 것이다. 지하에 숨어든 총독의 경륜-비밀이 한반도의 분단상태를 매개로 하여 패전 제국을 다시 회복하기 위한 제1원리로 설정된 맥락을 분석하면서, 효력정지된 「메이지 헌법」이 총독의 후견헌법으로서 참조・소환・극복되는 과정을 검토했다. 총독의 경륜-비밀은 국가의 적=아나키를 필요에 따라 계측하고 창출하면서 질서화 절차의 조리와 계기들을 배치해가는 통치합리성의 다른 이름으로서(1장), 「메이지 헌법」의 해석 속에서 이채를 발하는 ‘지존행정’의 집행 및 ‘제-외-례’의 재량적 결정과 상호작용한다(2장). 스스로를 ‘제정일치론자’로 정의했던 총독은 천황의 지고한 신성을 봉행하는, 그런 지존의 신성 아래에서 그 신성과 한 몸이 되는, 그렇게 ‘육화’된 이위일체적 힘의 보유자이다(3장). 그는 「메이지 헌법」과 「황실전범」이 설정한 한계를 철폐함으로써 자신이 지닌 ‘섭정’으로서의 힘과 지위를 무제약적으로 실험하며, 그럼으로써 전후 제국의 정통성을 수호하는 최종 보루로서 스스로를 정립할 수 있게 된다(4장). 전후 숨은 총독은 제국의 판도를 점령군정의 이윤취득 구조로 재편성하는 첫 출발점으로서의 ‘상징=천황’을 개념 투쟁의 대상으로 삼아 전용・내파한다(5장). 그렇게 총독의 경륜-비밀로 조형되는 통치관계는 한반도 남북의 집권세력을 영속적인 비상상태 쪽으로, 한반도 인민의 삶을 ‘반생반사(半生半死)’의 상태로 인도하는 통치사려의 방법이자 원천으로 정의될 수 있을 것이다.
Abstract
This article examines the specific operation and principle of ‘Arcana Imperii’ through Choi Inhoon’s novel “Voice of the Governor-General”. By analyzing the process by which the governor’s theory of government operates through the division of the Korean Peninsula, the context in which it is set as the first principle to restore the defeated empire will be analyzed. In addition, the suspended “Meiji Constitution” was defined as the Governor-General’s guardianship constitution, and the process of summoning and overcoming it by the Governor-General was reviewed. His economy-secret is another name for the governmental rationality that creates the enemy of the state = anarchy as necessary and arranges the occasions of order (Chapter 1). It interacts with the execution of the ‘supreme administration’ referred to in the “Meiji Constitution” and the discretionary decision of ‘exceptional cases in times of emergency(除-外-例)’(Chapter 2). Governor-General defined himself as a ‘Theocracyist’, is the holder of the ‘incarnated’ two-personal power, who administers the supreme divinity of the emperor and becomes one with the divinity under such a supreme divinity(Chapter 3). By removing the limits set by the “Meiji Constitution”, he experimented with his power and status as a ‘regent’ unrestrictedly, thereby establishing himself as the final bulwark to protect the legitimacy of the post-war empire(Chapter 4). The governor-general is trying to stop the profit-taking structure of the occupation military government by imploding the ‘symbol=emperor’ as the object of conceptual struggle(Chapter 5).
