국가 R&D 예비타당성조사의 평가방법 개선에 관한 연구: 위험요인 분석을 중심으로

국가 R&D 예비타당성조사는 미래에 실현될 사업 계획을 검증하므로 미래 예측에 따른 불확실성을 내재하고 있으며, 이에 대응할 수 있도록 최대한 많은 정보를 파악해야 한다. 그러나 현행 제도는 사업 설계 분석에 초점을 맞추고 있어 다양한 위험요인에 대한 고려가 부족하다. 이에 본 연구는 R&D사업의 다양한 위험요인을 체계적으로 분석하기 위해 프로젝트 관리기법 관점과 벤처캐피탈 투자결정 관점에서 위험요인을 선별하여 위험분석프레임을 설계하였다. 위험분석프레임은 기술적, 관리적, 조직적, 외부적 위험 4개 영역으로 그룹화하고, 기술, 인적자원, 범위관리, 자원조달, 실패, 이해관계자, 전략체계, 시장, 외부위험 9가지 위험요인으로 구성하였다. 또한, 성과활용주체와 투자목적을 기준으로 사업유형을 분류하고, 사업유형별 특성에 따라 중점 위험요인을 다르게 구성하였다. 사례분석 결과, 사업유형별 중점 위험요인에 대한 유사한 경향성을 확인할 수 있었다. 본 연구는 R&D사업과 관련된 잠재적 위험요인을 객관적으로 평가하는 기준을 제시하였다는 점에서 의의가 있다.
Abstract
The national R&D preliminary feasibility study involves verifying future project plans, which inherently carry uncertainty based on future predictions. To respond this uncertainty, it is necessary to gather as much information as possible. However, the current system focuses on project design analysis, lacking consideration for various risk factors. Therefore, this study designs a risk analysis framework by selecting risk factors from the perspectives of project management and venture capital investment decisions. The risk analysis framework is grouped into four areas: technical, managerial, organizational, and external risks. It consists of nine risk factors, including technology, human resources, scope management, resource procurement, failure, stakeholder, strategic system, market, and external risks. It also develops customized analysis frameworks for different project types based on practical use and investment purpose. The study confirms similar trends in key risk factors through case analysis. This study is meaningful to present an objective criteria for assessing potential risk factors related to R&D projects.
