국가전략기술 안보전략성 진단·평가 체계 개발 및 실증분석*

글로벌 패권경쟁이 경제·식량·자원 등 非전통안보 영역에서도 치열하게 전개되는 최근의 정세 속에서 과학기술은 산업·경제발전 및 혁신성장에의 기여를 넘어 외교·안보 분야로까지 영향력을 확대하고 있다. 이러한 환경에의 대응을 위해 각국은 국가안보와 국익창출에 있어 중요한 역할을 하는 “전략기술” 확보와 선정에 많은 노력을 기울이고 있다. 본 연구는 이러한 맥락에서 우선, 국가안보에 영향을 미치는 국가전략기술 관련 현 정부의 선정기준에 대한 학술적·논리적 검증을 수행하였다. 관련 고찰을 바탕으로 현행 선정기준 대분류명을 “국방·통상”, “산업·공급망”, “신산업·혁신”으로 수정 보완하였고 중분류상 세부선정기준의 타당성을 검증하였다. 이렇게 검증한 선정기준을 안보전략성 진단·평가 기준으로 활용, 국가전략기술 분야 중 하나인 로봇 분야에 적용하여 실증분석하였다. 로봇 기술·산업 기본분석을 바탕으로, 로봇 분야에 특화된 안보전략성 기준별 가중치를 반영한 정량평가를 진행하였다. 본 연구는 현 정부가 마련한 국가전략기술 선정기준을 다학제적 관점에서 검증했다는 점에서 학술적 의의가 있다. 또한, 안보전략성 분석 절차는 R&D 투자 의사결정 가이드로서의 정책실무적 가치가 있다.
Abstract
The area of global hegemony competition has been shifting from conventional security to non-traditional security. Amid this trend, many countries are endeavoring to secure technological capabilities and national interests in terms of national security, by selecting “Critical and Emerging Technologies (CET)” and developing selection criteria of CET. In this study, we verified selection criteria of the CET set by current government. Based on literature review, we modified the current selection criteria into “MilitaryTrade”, “IndustrySupply chain”, and “New IndustryInnovation”. With utilizing this modified selection criteria into diagnosis and evaluation criteria to assess security strategic degree, a pilot case study on robot industrial fields was conducted. After reviewing industry overview according to the criteria, we derived weights by the criteria with applyingAHP method, and evaluated the total degree of security strategy reflecting the weights by each detailedtechnology field. This study expanded academic research area on national security through multidisciplinaryreview. Moreover, we contributed to provide CET-specialized pragmatic guidepost for R&D investment policy.
