안식휴직제 도입에 관한 시론 혹은 상상

초록
우리는 항상 시간을 일 위주로 생각해왔다. 최근 여가가 강조되고는 있으나, 여가의 국어사전적 정의 또한 ‘일이 없어 남는 시간’이다. 한자를 풀어보아도 남을 여(餘)와 틈 가(暇)로 남는 시간이며, 주변부의 시간에 불과하다. ‘여가’ 또한 일 중심의 단어에 불과한 것이다. 시간주권을 사람에게 되돌려줄 필요가 있다. 일이 아닌 사람을 중심으로시간을 설계할 필요가 있다. 일을 떠난다고 존재가 없어지는 것은 아니다. 오히려 일을 떠나 시간과 마주할 때 나의 존재는 조금 더 선명해질 수 있다. 그렇게 해야 나의 개성을 찾을 수 있고, 이를 표출해낼 수 있다. 모든 국민이행복을 추구할 권리를 지닌다면, 국가에게는 그 권리를 보장할 수 있는 제도를 설계해야 할 의무가 있다. 이같은 차원에서 제안하는 것이 안식휴직제이다. 대학교, 연구기관, 종교단체에서만 행해지던 소위 ‘안식년’을 ‘안식휴직’으로 제도화하여 대한민국 사회에 보편적으로 적용하자는 것이다. 이 글은 안식휴직제에 관한 기존의 시도를 살펴보고, 제도의 필요성을 기술한 후 안식휴직제에 관한 설계(안)을 제시하였다. 모든 제도는 논의가 성숙될수록 더 세밀해질 것이라, 여기서 제시하는 안식휴직제 설계(안)이 어느 정도로 남아 있을지는 알 수가 없다. 하지만 안식휴직제에 관한 밑그림이 없다면 그에 관한 필요성, 더 나은 제도 설계 역 시 막연해질 수밖에 없다. 따라서 이 글에서의 안식휴직제에 관한 설계(안)은 이후 논의를 위한 마중물이 될 것이다.
Abstract
We have always thought of time as work. Recently, leisure has been emphasized, but the dictionary definition of leisure is “time left over from work”. ‘Leisure’ is also a work-oriented word. We need to return time sovereignty to people. We need to design time around people, not work. Leaving work does not mean that you cease to exist. On the contrary, your existence can become clearer when you leave work and face time. That’s when you can find your individuality and express it. If every citizen has the right to pursue happiness, then the state has an obligation to design institutions to ensure that right. This is where the sabbatical leave system come in. The idea is to institutionalize the so-called “sabbatical year,” which is only in universities, research institutes, practiced and religious organizations, as “sabbatical leave” and apply it universally in Korean society. This article examines existing attempts at the sabbatical leave system, describes the need for the system, and proposes a design for the system. Any system will be refined as the discussion matures, so it’s unclear how much of this design will remain. However, without a sketch of what sabbatical leave system should look like, the need for them, and how to design a better system, will remain vague. Therefore, the design of sabbatical leave system in this article is a starting point for further discussion.
