국가연구개발사업의 질적 성과지표 영향요인 비교연구 ‒삼극특허 및 SMART5를 중심으로‒

In order to improve the qualitative performance of national R&D programs, the proportion of using qualitative performance indicators in the process of establishing and evaluating projects is gradually increasing. Major qualitative performance indicators are the Triadic Patent Families and SMART5 score, and in this study, we analyzed the factors affecting the qualitative performance, focusing on 1,021 national R&D projects that created both Triadic Patent Families and SMART5 from 2013 to 2018. Through the analysis, it was found that factors of R&D scale such as total research expenses and research period had a statistically significant effect to the Triadic patent Families, and the total research expenses and research period had a U-shaped and inverted U-shaped relationship, respectively. On the other hand, in the case of the SMART5 score, it was found that there was no statistical significance in most variables that could be confirmed through the information of R&D projects included in the analysis model. This study is significantly meaningful in that it is the first study that examined the factors affecting the Triadic Patent Families and SMART5 scores using linear regression model differently from the early studies that approached qualitative analysis approach.
