Legal Protection of Blue Carbon in China

This study is a dissertation on the legal protection of carbon in China. It is a very timely topic to study the issue of carbon peaking and carbon neutrality under Chinese law. Especially, this thesis is after the new concept and strategy of ecological civilization proposed by the Chinese Communist Party. The report of the 19th National Congress of the Communist Party of China includes green development and ecological civilization for the first time, which illustrates the context of carbon governance in China and helps to understand the legal protection of carbon in China. In addition, this study provides a systematic analysis of the most important elements of China's carbon neutral policy. China should establish a sound legal system for blue carbon protection and development, a carbon market with a unified national carbon emission trading system, a multi-dimensional legislative model aiming at the integration, specialization and regional development of legal approaches, and a coordination mechanism between blue carbon market legislation and other related laws.
