기업 특성이 산업재해 발생에 미치는 영향: 중소기업과 대기업 비교

본 연구는 KOSPI와 KOSDAQ 상장기업 1,247개를 중소•대기업으로 구분하고, 2011~2021년 공시보고서에서 일반특성과 재무성과, 자산구성 특성을 추출하였다. 이를 안전보건공단에서 수집한 산재통계와 연결하여 패널자료를 구축하고 기업 산재 발생에 영향을 미치는 여러 특성과 관계에 대해서 실증 분석하였다. 분석 결과, 업력과 종업원 수, 매출 규모 및 남성 근로자 비중의 증가는 공통적으로 기업 산재를 증가시켰다. 재무상태 개선과 자본집약도 증가는 산업재해를 감소시켰으며, 다른 요인이 고정일 때, 소규모 기업의 산재 수준은 대기업에 비해 높게 나타났다. 또한 중소기업과 대기업 간 비교분석을 통해 몇 가지 유의미한 차이점도 드러났다. 외국인 주식 보유 증가와 재무건전성 개선의 산재 감소 영향은 대기업에서 비교적 분명했지만 중소기업에서는 유의하지 않았는데, 이는 중소기업의 안전보건에 대한 투자 여력이 여전히 낮음에 기인한다. 임금 상승은 중소기업에서 사고재해를 감소시켰지만, 대기업에서는 치명적 산재를 증가시킬 가능성이 있어 산재 예방 정책이 기업 규모에 따라 선택적으로 적용될 필요가 있음을 시사한다. 아울러 자본집약도의 상승과 기계화의 산재 감소 영향은 대기업에서는 비교적 뚜렷하게 나타났으나, 중소기업에서는 기계장치비중 증가가 사고재해를 증가시키는 것으로 나타났다. 기계화와 자동화가 생산성 향상, 비용감소와 더불어 작업 안전수준 향상이라는 본연의 목적을 달성하기 위해서는 고용노동부(2022)의 지적과 같이 기계장치 유지보수 과정에서의 재해감소 대책을 적극적으로 마련할 필요가 있다.
Abstract
We classified 1,247 companies listed on KOSPI and KOSDAQ into SMEs and large firms, and extracted various characteristics from the disclosure reports. Additionally, we constructed panel data by linking the occupational injury statistics and conducted empirical analysis on the relationship between corporate characteristics and occupational injuries. Increased age of corporation, employee count, sales, and male workers raised occupational injuries. Improved financial status and capital intensity decreased injuries. The impact of foreign ownership and financial soundness on occupational injuries was insignificant in SMEs due to low safety investment capacity. Wage increases reduced non-fatal injuries in SMEs, while large companies likely increased fatal injuries. Thus, selective accident prevention policies based on company size are necessary. In SMEs, an increased proportion of mechanical devices led to more occupational injuries. To ensure mechanization and automation effectively improve productivity and safety, a disaster reduction plan for mechanical device maintenance is necessary.
