공직자의 안전부패 방지에 관한 시론적 고찰: 현행 안전감찰제도의 개선을 중심으로

In modern society, The advancement of science and technology and rapid changes in the social structure and living environment have brought convenience and efficiency in various areas of our daily lives, but have led to the absence of so-called ‘safety’ that increases the likelihood of disasters and safety accidents and diversifies their risk factors. Moreover, not only safety insensitivity established throughout our society, but also the ‘tinkering’ prescription of the safety management system, which has been customary every time a disaster occurs, is now a sharp arrow again, threatening the safety of the people. Today, our society has already entered a ‘Risk society’ that is no longer guaranteed safety without active state intervention, and accordingly, a change in fundamental perception of safety is also required. Of course, it is very important to predict and prepare for new risk factors and new disasters that occur, but it is also very meaningful to continuously maintain and manage laws and systems that have been newly established and supplemented through numerous disasters and accidents. However, if a public official in charge of disaster and safety management neglects or disregards own management and supervision obligations given under the law for personal guidance or financial interests, this can in other words be a new blind spot in the field of disaster and safety. This paper focuses on discovering problems and suggesting ways to improve the Safety Inspection, a system to prevent various risks in people's lives caused by such safety corruption of public officials. It was intended to lay the foundation for the Safety Inspection to function as a more effective system. The operational problems of the current Safety Inspection System include limitations in securing independence and fairness of Safety Inspection, the possibility of overlapping work, shortage of expertise and capacity criteria for Safety Inspection, lack of diagnosis of Safety Inspection tasks and function, Safety management blind spot due to lack of inspection personnel were point out. As a way to improve this, it proposed strengthening the status of Safety Inspector and reorganizing the dedicated organization, introducing a qualification certification system to enhance the expertise of inspection human resource, establishing an evaluation system for diagnosis of Safety Inspection tasks and function, strengthening communication and cooperation with the private sector.
